Personnel Manual Changes creates unexpected controversy.

Changes were presented as if there would be no budget impact.  The changes included providing an additional week of vacation for employees who have worked for the Village 15 years or more - increased from 4 weeks of vacation to 5 weeks.  

The council wondered if this would increase overtime pay to cover the extra week off.  They were told a majority of the employees who qualify would not require someone to cover for them in their absence. Approximately 11 employees will immediately qualify for the extra week.
